“Improvement of Civilian Oversight of Internal Security Sector Project – Phase II” Lessons Learnt Seminar has realized on 26th-27th of March 2013 in İstanbul Taksim Point Hotel.

In the first day of Seminar, Mr. Rahmi Doğan Head of Department of Ministry of Interior General Directorate of Provincial Administration has given information about planned activities and objectives of second phase of the project. Prof. Dr. Sebastian Roche, CTA of the Project has made presentations about “Reasons behind Pilot Implementations of the Project” and “Lessons Learnt from 1st phase of the Project”. Ms. Serra Titiz, Expert for İstanbul Pilot, has made a presentation about “Preparation of Local Security Plans and Implementation Phases” and Prof. Dr. Feridun Yenisey has made a presentation about “Oversight Powers of Civil Administration Officials on Law Enforcement Bodies”.

In the panel, Mr. Mustafa Altıntaş, Karatay District Governor, former İstanbul Deputy Governor, Mr. Osman Kaymak, Eyüp District Governor, and Mr. Hasan Karahan Melikgazi Distict Governor, former Kadıköy District Governor have shared their experiences in the first phase of the project with regards to LSCs advantages and difficulties, different perspectives on these issues. Ms. Serra Titiz has moderated the panel.

In the second day of the Seminar, International Expert for Pilot Provinces, Mr. François-Yves Bosher has made a presentation and shared information about “Local Security Plans and Local Partnerships: French Case”, International Expert Prof. Dr. Mike Hough has made presentation about “Citizen Victimization Surveys”, International Expert Dr. Mai Sato has made presentation about “Citizen-focused Satisfaction and Trust Surveys”.

Moreover, group studies has conducted with regards to ‘Measuring Citizen Expectations in Local Level’, ‘Planning Preventive Security Services’ and ‘Establishing Partnership at Local Level’.

Over 148 guests right along with İstanbul (Fatih, Üsküdar, Kadıköy, Eyüp Districts), İzmir, Malatya, Kayseri, Gaziantep, Konya, and Trabzon Pilot Province and District Officials, National Police and Gendarmerie Province and District Officials, respective institutions’ high level officials, academicians, NGO members and media representatives have participated to the Lessons Learnt Seminar.
