District of EYÜP

The Eyüp local security plan is signed on the 11th of February 2014.
Eyüp Local Prevention and Security Commission was established in April 2013 and has convened five times and held ten operational secretariat meetings as of March 2014.
The Eyüp local security analysis is finalized and the Eyüp operational secretariat has advanced in determining security targets, and actions to be included in the local security plans by doing field visits, and holding meetings with relevant stakeholders. Field trips include visiting animal shelters, the chamber of drivers and District National Education.
Eyüp district has a historical background. Due to the location of Eyüp Sultan Mosque, the district receives many religious visits, especially in the Ramadan season. In Eyüp, security in public sphere, theft from home and work, street animals, drug abuse, domestic violence and violent tendencies of the young are main security issues that the commission is dealing with.
Actions in the security plan vary from placing signs in parks, building a complaint system against bad public buses, getting shopkeepers use cameras and to extending youth mediation programs at schools.
In contrast to other pilot districts of Istanbul, Eyüp is partially a gendarmerie district. Gendarmerie is playing an active role shaping action plans in the commission.

District of FATİH

Fatih is Istanbul’s oldest district as well as the most touristic one. It receives a big crowd of tourists everyday. I also gets high numbers of immigrants and it is distinctively diverse. Thus, security problems vary.
Fatih Local Prevention and Security Commission was established in April 2013 and has convened five times and held ten operational secretariat meetings as of March 2014.
The Fatih local security analysis is finalized. In Fatih, prominent security problems include illegal immigration, beggars and pedlars, commissioners, drug use and sell, domestic violence, and not obeying traffic rules.
Fatih operational secretariat meets regularly in order to come up with solutions and action plans for security problems. They also hold stakeholder meetings and collect information from people who live in the district.
Action plans developed vary from family seminars on drug use to “values” messages through coffee-shop meetings with men; from conditional scholarship programs to actions to on promoting sports programs for youth.
A neighborhood-based social risk analysis study is planned to be held with academicians and will be embedded into the security plan; additional action plans might develop accordingly.
The Fatih local security plan is signed on the 13th of March 2014; implementation has started accordingly.

District of KADIKÖY

Kadıköy district is one of the main centers of Istanbul. It has a busy sea transportation line. The education level is high in Kadıköy. Citizens tend to participate, and the notion of volunteering among the people of Kadıköy is well developed.
Kadıköy Local Prevention and Security Commission was established in April 2013 and has convened five times and held twelve operational secretariat meetings as of January 2014.
The Kadıköy local security analysis is finalized. Kadıköy’s prominent problems are urban transformation, traffic, road safety, theft from car-home-work, drug abuse, and violent tendencies of the young and domestic violence.
Kadıköy operational secretariat meets for determining security targets, and actions plans to be included in the local security plans by holding stakeholder meetings. These include meetings with chamber of drivers, city council, women’s council and the district Education directorate.
It is considered important to mobilize the existing mechanisms and favor possible cooperation.
Action plans developed vary from a training program for drivers to road and pedestrian safety campaigns; from school mentorship program to surveys and awareness raising workshops on domestic violence.
The Kadıköy local security plan is signed on the 28th of February 2014.

District of ÜSKÜDAR

Üsküdar is one of the oldest districts in Istanbul and the understanding of being in a neighborhood still continues.
Üsküdar Local Prevention and Security Commission was established in May 2013 and has convened five times and held fourteen operational secretariat meetings as of April 2014.
The Üsküdar local security analysis is finalized. Security problems in Üsküdar are determined as theft, drug abuse, domestic violence and violent tendencies of the young. In respect of some specific neighborhoods, school absenteeism, unemployment, child marriage are considered as problems that cause security gaps.
Üsküdar operational secretariat develops action plans for general problems as well as neighborhood-specific problems. Neighborhood meetings were held to understand the problems experienced in Yavuzturk and Selami Ali neighborhoods. During development of action plans, NGO’s from these two neighborhoods actively participate to the process.
Action plans developed vary from fostering youth employability to mentoring drug addicted youth and from dream analysis studies at disadvantaged areas to scholarship programs and family development programs..
The Üsküdar local security plan is signed on the 17th of February 2014.

District of ÇEŞME

Çeşme Local Security analysis is finalized and Çeşme has been the first pilot district to sign the Local Security and Prevention Plan in the Project. All stakeholders signed the Plan on January 23, 2014.
Çeşme Prevention and Security Board was established on 30 April 2013 and has convened five times as of April 2014. An operational secretariat with the remit to draft action plans and day-to day activities of the Board was formed by which the representatives of internal security forces, Municipality, NGOs and mukhtars.
The local security analysis of Çeşme was done in a detailed and systematic work through 32 one-to-one meetings with stakeholders, 4 Board meetings, 6 operational secretariat meetings and 3 focus group (tradesmen, mukhtars, school administrators and teachers) meetings to detect the security needs of local people and causes of crimes. Official information notes prepared by organizations for the Board, are also reviewed.
Çeşme as being one of the most popular touristic sites of the country has important features for security analysis and as a pilot is in a position to represent the sea-side touristic sites which have a summer population numbering more than many metropolitan provinces, but with a low number of winter population. This gave way to prepare a wide spectrum of actions and activities, which target both inhabitants residing in Çeşme and tourists visiting Çeşme.
In Çeşme, Board members agreed on to prioritize the following local security problems: House and workplace burglary, Drug addiction and juvenile crimes crime, Noise, Traffic, Enviromental pollution, Touting, Stray animals, Frauding via phones, Not using the crime reporting system efficiently.
Şahinbey Local Security analysis is finalized and the Local Prevention and Security Plan is signed on 6 February 2014 and implementation started thereafter.
In Şahinbey, Board members agreed on to prioritize the following local security problems which included both local inhabitants’ and Syrian guests’ problems such as drug addiction and juvenile crimes, house and workplace burglary, smuggling, child victims of the crimes, rehabilitation of convicts released from prisons, traffic, school safety and Syrian guests residing in Turkey.
For the above-mentioned 8 local security priorities, 46 activities are prepared in 18 action plans whose implementation started.
The Plan included 9 local security objectives, 24 action plans and 51 activities on the above mentioned local security priorities to be implemented in three year’s time.
The implementation of the Project has started as of January 2013 and meetings to monitor the action plans’ implementation will be done until the end of the project.

District of ŞAHİNBEY

Şahinbey as being the third most populated district in Turkey and the first among pilot districts with a population of 817.258, at the same time hosts 120.000 Syrian guests which total up to nearly one million inhabitants, with high diversity..
Şahinbey Prevention and Security Board was established on 13 June 2013 and has convened five times as of April 2014. An operational secretariat with the remit to draft action plans and day-to-day activities of the Board was formed which was comprised of the representatives of internal security forces, municipality, mukhtars and NGOs.
The security analysis to detect local security problems and causes of crime in Şahinbey was done in a detailed and systematic work under the strong leadership of District Governor Mr. Uğur TURAN through 29 one-to-one meetings with stakeholders, 5 Board meetings, 5 operational secretariat meetings and 3 focus group meetings in neighbourhoods as of April 2014. Official information notes prepared by the stakeholders for this purpose are reviewed as well.

District of YEŞİLYURT

Yeşilyurt as being the second most populated district of Malatya has a diverse population. Since Yeşilyurt covers nearly half of Malatya metropolitan city population after April 2014, Yeşilyurt’s local security problems overlap most of Malatya province’s problems.
Yeşilyurt Prevention and Security Board was established on 30 May 2013 and has convened six times as of June 2014. An operational secretariat with the remit to draft action plans and day-to day activities of the Board was formed which includes the representatives of internal security forces, municipality, mukhtars and NGOs.
The security analysis of Yeşilyurt was done in a detailed and systematic work through 34 one-to-one meetings with stakeholders, 6 Board meetings, 7 operational secretariat meetings and 4 focus group (mukhtars, teachers, women, and residents of neighborhoods) meetings and Yeşilyurt’s Local Security analysis is signed on 20 May 2014.
Since Yeşilyurt covers nearly half of Malatya metropolitan city after April 2014 and Yeşilyurt’s local security problems cover most of Malatya province’s problems, a provincial level citizen consultation meeting was organized in Malatya under the chair of Governor Mr. Vasip Şahin on 9th October 2013. Malatya has been the only pilot province to hold such a meeting which brought together all parts of society including many NGOs. NGOs working on or having activities related to security issues, (like those working on women, protection of children, student associations, charity organizations, and right-based NGOs) participated. Apart from NGOs, elected bodies (including municipalities, mukhtars and special provincial administration), Bar Association, sectarian groups, entrepreneurs associations, businessmen associations, businesswomen associations, unions, education institutions including university psychologists and also representatives from pilot district including Pilot District Governor Mr. Nesim Babahanoğlu, participated to the meeting. All participants mentioned that it was a fruitful consultation and during the consultation, it was observed that there was an active involvement by the participants.
In light of these works, Yeşilyurt Local Prevention and Security Board members agreed on to prioritize the following 7 local security problems and prepared 46 activities within 18 action plans as drug addiction and juvenile crimes, house and workplace burglary, traffic, domestic violence, insecurity feeling in public areas, abandoned buildings and constructions that take long time and lastly street animals. Action plans are being implemented in Yeşilyurt and a provincial conference on pilot implementation was held on June 12, 2014.

District of VAKFIKEBİR

Vakfıkebir, a district of Trabzon, mirors districts in Black Sea region very well with a largely homogeneous population. It is also a good sample of districts which are located far from metropolitan centers with a relatively low population. It has a historical background and is an important point for sea and land transportation.
Following Trabzon’s selection as a pilot province in the project, Vakfıkebir Prevention and Security Board was established on 27 September 2013. It has convened five times as of July 2014. An operational secretariat, with the remit to draft action plans and day-to day activities of the Board, was formed which composed the representatives of internal security forces, Municipality, Mukhtars and NGOs. Operational secretariat meets regularly to develop solutions and projects to local security problems and to craft strategies to tackle with security priorities of the district.
The security analysis of Vakfıkebir has been done in a detailed and systematic work through 25 one-to-one meetings with stakeholders, 5 commission meetings, 10 operational secretariat meetings and 2 focus group (university students, women’s NGOs ) meetings as of July 2014.
In Vakfıkebir, Board members agreed to prioritize the following local security problems: Drug addiction and juvenile crimes, burglary, Traffic, Gambling, Smuggling and domestic violence. Vakfıkebir’s Local Prevention and Security Plan will be signed in the first week of August.

District of HEKİMHAN

It is a mining district with 22.181 population and it has a high potential for development in coming years.
Hekimhan has joined into the project as a pilot district with the offer by Malatya Governor Vasip ŞAHİN and the approval of the Ministry of Interior, Directorate General of Provincial Administration, after Governor ŞAHİN found the project activities in the province successful and requested to expand the project to the other districts of Malatya. Hekimhan Local Prevention and Security Board was established on 11 June 2014 and prepared the Local Prevention and Security Plan as of 29 August 2014 as a result of an effective work. An operational secretariat with the remit to draft action plans and day-to day activities of the commission was formed which composed of the representatives of internal security forces, Municipality, Mukhtars and NGOs.
A detailed and systematic work was done in Hekimhan to determine the security needs and the reasons of crimes under the lead of District District Governor Mesut ÇOBAN, through one-to-one meetings with stakeholders, Board meetings, operational secretariat meetings and meetings with NGOs and Mukhtars as of August 2014. Besides, official information notes, which were drafted by the institutions for the Board activities, were analyzed
